Considering the importance of asset management in terms of attaining a proper level of service for roads, it is paramount to ensure that all data and information is stored effectively in order to ensure availability and transparency of information. Striving to continually render a better service to our clients, NEXTEC initiated the development of a graphical road infrastructure asset management reporting system known as i-RAMS- the Integrated Road Asset Management System. This system provides users with a 24/7 web-based reporting platform for obtaining management information pertaining to their road and road-related infrastructure assets.

The Road Asset Management System (RAMS) was developed over the past thirty years and specifically refined for optimising maintenance strategies. It is a world-class, state-of-the-art decision support system addressing scheduled and periodic maintenance. Once the roads are surveyed and the condition data concerning the state of the roads captured, the system allows management to develop a maintenance policy and strategy for replacement of roads or upgrades according to different funding scenarios and priorities.

RAMS takes into account the availability of funds for maintenance and the challenges. It is common knowledge that in real terms funding is decreasing, whilst there is an increase in traffic volumes; in road network size; in the cost of maintenance; in the growth of the maintenance backlogs of the inherited backlog; in the demand for new roads; and in demand for the upgrade of gravel roads.

• Roadsides can be classified according to different themes e.g. roadside, surface, kerbing, stormwater inlet, route etc. • Display data on roadside surface types. Some of the main surface types of roadsides include: cement or clay stones, concrete, blocks, lawn, garden, etc. • Surface Type graphs show the percentage of walkway for each surface type. • Display data on kerbing types. The Kerbing Types graph indicates the percentage of roadside belonging to the different types of kerbing e.g. vertical concrete/stone, entrances, mountable, etc. • Roadsides can be classified according to the type of storm water inlet. • Display data on a geographical background. • Roadside inventory data can be displayed when selecting an asset data on maps (viewed through the application GUI) • View walkway requirement list with the required lengths indicated • View maps with specific themes addressing walkway condition rating, kerbing condition rating, unpaved walkway condition rating, storm water inlet condition rating and aesthetic condition rating. • Poor condition graphs can be created by suburb. • The detailed properties form provides the data as collected during the assessment. • View data about roadside, kerbing, storm water inlet, weeding, pruning and aesthetics by priority. • The roadside priority report gives a summary of the walkways, unpaved areas, cycle lanes and parking areas, and barriers that need attention. • Other reports are available that provide prioritisation for each problem area

Signage

Signage specifically requires regular maintenance in order to ensure a safe regulatory environment and to meet legal requirements required to effectively support decisions taken by maintenance and management. The SIS (Sign Information System) is designed to assist in attaining that goal.

This system provides the functionality that develops capacity to: Methodically collect relevant data (Visual Assessment of all signs); Capture sign condition and store the data; Process the data and produce managerial and maintenance reports.

METHODOLOGY The implementation of the SIS follows a two step process: 1.The collection of sign specific data 2.The processing of collected data to produce information that would support management during their budgeting process as well as maintenance personnel during the implementation of maintenance activities..

The Signage Information System provides an assessor with an assessment form wherein sign specific information can be captured during the assessment of signs. The data collected per sign is meant to centrally support managerial decision making and thereafter maintenance personnel. Data requirements are thus developed from this perspective.

The following map is indicative of the thematic spatial reporting of the RWMS with specific focus on the traffic sign condition. Various other outputs can be generated for any of the right of way asset attributes. The RWMS subsystem of RAMS includes functionality to assist in managing data within the right of way or what is sometimes referred to as the road reserve. This includes aspects such as off-carriageway features and furnishings, traffic signs, surface car parks adjacent to roads/streets, footways, accesses and wayside amenities. The inventory and condition module is to upload and maintain right of way inventory details and condition indices like drainage systems, median areas, road furnishings, access and wayside amenities, service roads, footpaths, surface car parks and traffic signs. This data is used in the maintenance work planning and the identification of remedial works of all right of way assets. The system does a basic prioritisation and costing for maintenance activities and provides elementary prioritisation of repair work. The RWMS also allow for the generation of customized tabular reports, graphics and maps through the RAMS ad-hoc query module.
